Key points of standardization work for new energy vehicles in 2019
05-21
In order to thoroughly implement the strategic deployment of the Party Central Committee and the State Council on building a strong manufacturing country, earnestly grasp the development trend of industrial integration, continue to optimize the new energy vehicle standard system, and highlight the research, formulation and revision of key and urgently needed standards, the Ministry of Industry and Information Technology The Industry Department organized the National Automobile Standardization Committee to compile the main points of the standardization work of new energy vehicles in 2019. The main contents are as follows:
1. Optimize the standard system and promote the innovation and development of standards
1. Continue to optimize the new energy vehicle standard system. Establish a system framework for coordinating mandatory and recommended national standards for new energy vehicles, and accelerate the construction of standard sub-systems such as fuel cell electric vehicles and power battery recycling. As an opportunity, conduct in-depth research on the development trend of the integration of new energy vehicles and energy, transportation, communications, etc., and continuously optimize and improve the standard system for new energy vehicles.
2. Timely update the electric vehicle standardization roadmap. According to the status quo of industrial development and actual needs, combined with the progress of standard projects under research, timely revise the "Roadmap for Standardization of Electric Vehicles in China" to maintain timeliness, scientificity and accuracy, and continue to play the role of the roadmap as a basic support for the standard system.
2. Research key areas to meet the needs of industrial development
1. Electric vehicle safety field: complete the solicitation of standards for electric vehicle post-collision safety, charging connection safety, and power battery management system functional safety; complete the technical review of fuel cell electric vehicle safety standards . Carry out the publicity, implementation and implementation of three mandatory national standards: "Safety Requirements for Electric Vehicles", "Safety Requirements for Traction Batteries for Electric Vehicles" and "Safety Requirements for Electric Buses".
2. Energy consumption of electric vehicles: Combined with the research results of China's working conditions and the fifth stage of fuel consumption standards for passenger vehicles, complete the energy consumption and mileage of electric vehicles, the test method of energy consumption of hybrid vehicles and plug-in Solicit opinions on standards such as technical conditions for hybrid passenger vehicles, and carry out pre-research on energy consumption test method standards for extended-range electric vehicles.
3. In the field of fuel cell electric vehicles: complete the technical review of fuel cell electric vehicle type test procedures and standards, strengthen the test verification of low temperature starting performance, energy consumption and driving range test methods, and speed up the on-board hydrogen system, hydrogen refueling port, Formulate and revise standards such as hydrogenation guns and hydrogenation communication protocols, and carry out pre-research work on safety standards for fuel cell electric vehicles after collisions.
4. In the field of charging facilities and hydrogenation systems: complete the technical review of standards such as conductive on-board chargers and charging coupling system electromagnetic compatibility, and start the formulation of standards such as wireless charging systems and interoperability, and vehicle conductive discharge requirements. Based on the research on high-power conductive charging technology, promote the formulation and revision of standards such as general requirements for charging connection devices and contact charging systems for electric buses.
5. The field of power battery recycling: complete the approval of power battery material recycling requirements, packaging and transportation specifications, disassembly requirements, cascade utilization requirements and other standards, complete the technical review of the technical specifications for the dismantling of waste power single batteries for automobiles, and accelerate the progress The formulation of standards such as discharge specifications and cascade utilization product labels, and the pre-research and project establishment of standards such as recycling and dismantling instruction manuals and cascade utilization design guidelines.
3. Strengthen international participation and enhance international influence
1. In-depth participation in the formulation of global technical regulations. Fulfill the duties of vice-chairman of the working groups on electric vehicle safety (EVS), electric vehicles and the environment (EVE) and fuel cell electric vehicles (HFCV) under the framework of the United Nations World Vehicle Harmonization Forum (WP29), and continue to participate deeply in the electric vehicle safety regulations. The research and verification of global technical regulations such as the second phase and hybrid vehicle power test methods, organized and hosted the sixth fuel cell electric vehicle working group meeting.
2. Actively participate in international standardization work. Systemically participate in the formulation and coordination of international standards for electric vehicles under the framework of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), actively organize international standard registration expert meetings, organize research and proposals for international standards, and continuously increase my country's electric vehicle industry. Participation in relevant international standards such as conductive charging, wireless chargers and electric motorcycles.
3. Continue to strengthen international exchanges and cooperation. Utilize the established bilateral cooperation mechanisms such as China-EU, China-Germany, China-France, China-Japan, and multilateral exchange platforms such as APEC and “One Belt, One Road” to continue to strengthen cooperation in key areas such as electric vehicle safety, energy consumption, key components and charging infrastructure. Exchange and cooperate, jointly carry out relevant technical research and testing and verification work, and support the coordination and promotion of domestic standards and international standards and regulations.
